Top Health Care Advisor Rachel Hold-Weiss Returns to Arent Fox
NEW YORK, NY – Arent Fox LLP is pleased to announce the return of health care regulatory attorney Rachel Hold-Weiss as a partner in the firm’s New York office. Ms. Hold-Weiss is re-joining Arent Fox after serving as the Associate General Counsel and Corporate Compliance Officer for the Personal-Touch Home Care companies.
A welcome addition to the firm’s nationally recognized Health Care practice, Ms. Hold-Weiss will focus on regulatory, transactional, and litigation matters for health care providers, primarily hospices, home health agencies, skilled nursing facilities, and assisted living facilities.

A Chambers-rated attorney for her standout work, Ms. Hold-Weiss is a licensed and nationally accredited physician assistant who worked in both inpatient and outpatient clinical settings before entering the law, bringing an important clinical perspective to her legal work. She focuses on advising clients undergoing federal and state audits and investigations in fraud and abuse matters, including anti-kickback, self-referral, false claims, corporate practice of medicine and fee splitting, certificate of need, facility licensure and professional licensing matters, Medicare and Medicaid survey and reimbursement issues, and health care privacy and security matters.
Ms. Hold-Weiss also counsels clients with compliance audits and in the development and implementation of compliance programs. A member of the District of Columbia Bar, New York Bar, and US District Court for both the Eastern District of New York and the Southern District of New York, Ms. Hold-Weiss earned her JD from Fordham University School of Law.
In addition to the arrival of Ms. Hold-Weiss, Arent Fox’s Health Care practice also announced the elevation of Jo-Ann Marchica to counsel. Based in the Washington, DC office, Ms. Marchica provides transactional, regulatory, and compliance counseling for a variety of health care providers, private equity investors, and lenders.
