Phil English Testifies on Pennsylvania’s Reapportionment
Senior Government Relations Advisor Phil English, a former seven-term member of Congress from Pennsylvania, testified before the State Government Committee of the Pennsylvania House on the issue of Congressional reapportionment.
English was the lead witness in the first of a series of bipartisan hearings to be held throughout Pennsylvania in preparation for redrawing Congressional lines to reflect the loss of a seat in the state’s delegation. Praising the committee for the transparency of its process, English urged lawmakers to draw compact districts that reflect locally recognized communities of interest. English is the veteran of several Congressional reapportionments as a State Senate aide and later a sitting Member of Congress.
