Terry focuses his practice on national security and international trade & investment matters.

Terry counsels clients on a variety of national security requirements governing cross-border business transactions, including the International Traffic in Arms Regulations, the Export Administration Regulations, the Office of Foreign Assets Control Regulations, and other authorities. He has extensive experience preparing guidance and work products for sophisticated multinational commercial actors, including license and renewal requests, internal trade policies, and audit surveys. He helps his clients facilitate foreign investments into the US industry through the national security screening process administered by the Committee on Foreign Investment in the United States.

Terry advises clients on significant trade developments in the US and globally, focusing on the rapidly evolving regulatory landscapes of Canada, the European Union, and the United Kingdom. This includes an emphasis on export controls, sanctions, and the US outbound investment screening regime. In addition, he regularly litigates trade remedy disputes before US government agencies and federal courts.

Before joining ArentFox Schiff, Terry was an associate attorney in the Washington, DC, office of a national full-service law firm. He also served as a law clerk to the Honorable Claire R. Kelly, US Court of International Trade.

While attending law school, he participated in the Willem C. Vis International Commercial Arbitration Moot, where he received the Martin Domke Award for best individual oralist at the 26th annual competition in Vienna, Austria.

  • Prepared award-winning coverage on global sanctions developments in response to Russia’s invasion of Ukraine for clients operating in various sectors and industries, including precious metals, welding and fabrication, banking, and more.
  • In-depth investigation and sanctions risk mitigation guidance regarding international, peer-to-peer money transferring companies.
  • Prepared and maintained licenses before the Office of Foreign Assets Control Bureau of Industry and Security, U.S. Nuclear Regulatory Commission on behalf of clients operating in various industries, including aviation, audio products, nuclear, pipe manufacturing, and more.
  • Drafted comments, motions, and briefs on behalf of clients before the U.S. Department of Commerce, U.S. Court of International Trade, and U.S. Court of Appeals for the Federal Circuit.
  • Successfully shepherded telecommunications merger through screening process before the Committee on Foreign Investment in the United States.
